you feel you want to change your pictures into cartoons, to make it look interesting ?
please follow these tips that I will give .

Ok first step, open your photoshop.
then, select the file you want on cartoons.

How, press Ctrl + O.

Then, Consider whether the color image is clear and not blurred.
if still not clear, you can adjust the resolution, by pressing "Ctrl + L", set the resolution according to your taste. (but remember to be clear image).

Second step , Create a duplicate photo, in which case we edited it on Layer 1, not in the background layer.


After that, we will process it.


Go to the tab "Filter", Choice Artistic --> Poster Edges

Then it will come out the window like the example below

Set the resolution: Edge Edge Thickness = 10, Edge Inthensity = 4, Posterization = 0
Click ok.

Then select the Tab -->   Artistic --> Film Grain

Will appear like this:

Set the resolution .

Grain = 0 , Highlight Area = 11 -,Intensity = 10

click Ok.

then , choice ; tab --> Filter --> Artistic --> Cutout

Set the resolution:

Number of Levels = 8, Edge Simplicity = 2, Edge Fidelity = 3
Click ok.

Furthermore, the finishing stage.

In the layer (the bottom right corner), Select Mode Picture (usually the words "normal" under the heading of "layers), Select mode according to your tastes.
But in this case I choose the mode "Linear Light

After that, The image has been completed.
The result will be as below.
